Some approaches to the decision of a problem of accident precaution of technical objects of responsible appointment are considered. For the decision of a problem of decrease in risk of occurrence of emergencies the cause and effect complex defining processes of their occurrence is offered. In a sense this complex represents some model of dynamics of undesirable processes which can lead to emergencies.
